Вторая часть закона, посвященная беспартийной агитации, должна была «остановить движение британской политики по американскому пути», когда обладающие крупными финансовыми ресурсами лица тратят огромные деньга на выборы через третьих лиц и тем самым добиваются анонимности. Тем не менее, от «безответственных миллионеров» избавиться не удалось. Как отмечают различные СМИ, 50 тыс. фунтов стерлингов по-прежнему могут обеспечить вам обед с премьер-министром, консерваторы продолжают использовать пробел в законодательстве, позволяющий лицам, пожертвовавшим менее 7,5 тыс. фунтов стерлингов «некорпоративным» местным партийным ассоциациям, оставаться неизвестными (в 2014 г. около 40% финансирования общих выборов пришлось на такие пожертвования).

Регистратор Э. Уайт, которой было поручено создание реестра, столкнулась с большим количеством трудностей. В настоящее время она занимается написанием руководства с целью «устранения неоднозначности». Ей приходится просить лоббистов о предоставлении дополнительной информации, поскольку той информации, которая предоставляется в соответствии с законом, явно недостаточно для реализации даже самых узких задач правительства. Представляется, что лоббистское сообщество вполне оправданно утверждает, что введение реестра - это тупик. Закон о прозрачности лоббирования нуждается в существенном пересмотре.
